The Cross-Border Workshop has sought to initiate a series of debates with a view to formulating a cultural development programme in the Franco-Belgian metropolis. Against this background, it called on the services of Emmanuel Vinchon (Kling-Klang) to make as comprehensive inventory as possible of the initiatives, activities and networks uniting the cultural structures of the cross-border metropolis.
