The Cross-Border Workshop has sought to initiate a series of debates with a view to formulating a cultural development programme in the Franco-Belgian metropolis. Against this background, it called on the services of Michel Suire (from the TETRA consultancy firm) and Hilde Teuchies to undertake an initial exploratory analysis among key political and cultural players in the metropolis' three sub-regions.
