ABSTRACT
(cross-border cooperation, metropolisation, French-Belgian metropolis Lille)

Formulated at the request of the COPIT-GPCI, this Strategy proposal is directed at the development of the Franco-Belgian metropolis, where priority is granted to the cross-border dimension. It comprises four main objectives:

1. Citizens of a metropolis: building a citizens’ cross-border metropolis,
2. An international metropolis: transforming the cross-border urban area into a European metropolis of international stature,
3. A quality environment and responsible decision-makers: cooperating to make a qualitative leap in terms of the environment,
4. Decide and act together: creating a system of governance adapted to the reality of a polycentric, tricultural and binational metropolis.

The Strategy proposal sets the record straight on the motives, identifies the operating principles and presents the planned proposals.
It is aimed at public and private stakeholders concerned by the development of the Franco-Belgian metropolis. It has to be discussed and implemented.
